SERIES PREMIERE: Edie Falco goes from cable TV to broadcast, starring as an LAPD police chief in this new cop series from Paul Attanasio. She’s great, but the scripts of the opening shows are not quite up to her level. Even so, Tommy is a series that’s noteworthy for more than one reason.
